Outlook 2003 - Rule won't work offline

Hi

We have a user running Outlook 2003. Our Exchange servers
are 5.5 SP4. The user has created a rule that ensure any
mail he sends has a copy also sent to his inbox due to a
particular way he likes to track mail. The rule is a
client only rule.

When the user was running Outlook 2002, this rule worked
in both online and offline mode, however, now that he is
using Outlook 2003, it only works in online mode. When he
is working in offline mode, no error is generated - the
rule just doesn't work. Performing a synchronisation
doesn't fix it.

I have replicated the fault on two separate PC's and
confirmed it is a consistent error and not specific to his
installation.

Does anyone have any ideas?
