Outlook 2003 rules process in the wrong order

I have a set of rules to act on word lists in the
incomming message body, a client rule(s). My last rule
tells Outlook to move whatever does not apply to the rules
above to another folder.

All of the rules work as they should IF the last rule,
which is at the bottom of the rule list is not checked. If
I check (enable) this last rule then messages are
sometimes processed by this rule that should have been
processed by a previous rule.

Anyone have any ideas on this.
