Outlook 2003 Security permissions

I have a user that was able to set permissions on certain contact
folders in public folders when she was using Outlook 2000. Since I
upgraded her to Outlook 2003 she is no longer able to set permissions
for other users. We are running Exchange Server 2003 and her rights
have not changed on the server.

Any help is much appreciated.
