Outlook 2003 - Send message for review

Is it possible to draft a message to a a recipient, submit it to another
recipient for review, yet still maintain the original recipients name without
them getting the message?

When I need to do that, I usually send the first message as an attachment to
my "Please review" message. By saving it as a Draft you can attach it as an
Item.
