Outlook 2003 Send/Recv fails

Hi,

When I click "Send/Recv" button, it sometimes shows "An OLE registration
error occurred. The program is not correctly installed. Run Setup again for
the program."

I have tried repair, reinstall, as well as remove + install, but couldn't
solve the problem.
