Outlook 2003 setup with Windows XP

By default, when installing Office 2003 on a computer running Windows XP
(home), each Windows user appears to get a separate Outlook .pst file. Is it
possible to arrange for there to be one common .pst file for all Windows
users? If so, how is this done?

The reason I want this is so that any user logging on is able to access and
use the common email facility. One user might log on and download many
emails, dealing with just some of them and leaving the rest unread. A second
user then logs on and needs to be able to see the unread emails, simply
carrying on where the first user left off.
