Outlook 2003 stopped blocking HTML

Suddenly Outlook 2003 is no longer blocking HTML. My security settings are
set to
"Don't download pictures or other content ...." But email going into my
inbox download a show the images.

For some odd reason the email going into my inbox configured for Hotmail are
getting blocked.

Any ideas?
