Outlook 2003 synchronization problems

I just installed Outlook 2003 over my Outlook 2002
install and now I can't get it to do an 'F9' Synchronize
All - it will do a 'Shift-F9' for an individual folder
and it will do an online 'Connect' session.

I have all of my folders set to offline, as well...
