Outlook 2003 "synchronizing files"

I am trying to advise by email someone who uses Outlook 2003, who is
complaining about an icon that appears with the message "synchronizing
files" which slows down sending and receiving. All the info I can find
related to this is to do with using an Exchange Server. This person is
using POP3/SMTP. Any ideas?
