Outlook 2003 update cannot be installed

Attempted to download Outlook 2003 Junk Email Filter (KB896999). Message
returned saying that the update cannot be installed. What do I do now?

Are you using WindowsUpdate/OfficeUpdate to install it or are you using the
downloaded EXE?

I tried both methods. Got "cannot be installed" with the Office Update site
and "fatal error" with the EXE program.

Have you tried it right after a fresh reboot?
