Outlook 2003 update issue

I just updated my copy of Outlook 2003 on the Microsoft
web update site and now I cannot click on web links in
emails. This was working before the update. Below is the
message I'm getting. I need to set this so I can click on
the link and open a browser window to this link.

MESSAGE
"This operation has been cancelled due to restrictions in
effect on this computer."
