Outlook 2003 will not send - suddenly

I've been using Outlook 2003 on Win XP Pro for about 15
days. All has been well.

This morning, when I sent a test message to my spouse's e-
mail Outlook 2000 on a different Win SP Pro system
Outlook responded with the messages in the Sent Items
folder. It never showed up on the other system. I have
complained to my ISP, and they play dumb regarding
Outlook.

However, when I choose E-mail accounts from the Tools
dropdown menu, select View or Change, then choose Change
and the dialog box that opens shows all to be correct.
Then I select Test Account Settings. The message is sent
and is returned to me. The text reads: This is an e-mail
message sent automatically by Microsoft Office Outloo's
Account Manager while testing the setting for your POP3
account.

I'm lost!

After a two and 1/2 hour session with a very helpful
Microsoft technician, it was determined that I should set
up a new Mail Account (Start > Control Panel > Mail) and
then import all from the prior. Messy, but it worked.

Do you still have the old account around? I'd like to get some idea what
was going wrong. Whatever it was probably did not warrent either a 2 1/2
hour session or the need to create a new account...

Jeff,

I am now right back where I was earlier this morning. In
the post above originated by Milo, I have followed the
instructions in the knowlege base article 300479 and
cannot locate the OPMLOG.LOG file. A search didn't turn
it up either.

I didn't remove the old account.

Just added a new one that worked for a while.

I noted responded to drgerm's post above that I am also
on cox.net
