outlook 2003 will not start up or shut down.

I am using Windows XP Professional and running Office 2003. I tried starting
Outlook and it askes to open in safe mode. At which time it just
sits...finally it says not responding, When I try to shut it down it goes
through reporting process and then the hour glass just spins...I shut it down
again and it goes through the same process. If I use the Task Managerit
shows two outlooks open if I close one another pops up...
