Outlook 2003 will receive but not send e-mails.

How do I fix that?
It claims that there are messages to be sent but I do not see any in my
outbox.

Are the messages in the Outbox in italics and do they have a Sent date?

And what happens when you click Send/Receive? What does the Outlook
diagnostic logs say?

In the diagnostics box, under the tasks tab, instead of the green check mark
to the left of the send, there is a blue arrow the points down and to the
right while processing. In the bottom right hand corner of the screen, it
says "sending message 1 of 3"...but never gets past that.

Enable diagnostic logging and examine what's happening during the
send/receive.
