Outlook 2007 custom toolbar

I have a custom tool bar I created in Outlook 2003. It has my Color
Categories/flags and text. I could (and still can) click on one to add to an
open email. I updated to Office 2007, the original toolbar is still there
and active, but I can't add to it or create a new one.

How can I do that in Outlook 2007? I know it is only 1 extra click from the
standard, but it is a huge time saver and visually clear.

I've searched and goggled myself silly. Ahhhh
Any help would be greatly appreciated, even if all you can say is... don't
know why it works.. but you can't add to it.
