Outlook 2007 message rules strip out html when moving to another f

It seems OL 07 message rules strip out newsletter content when them move to
other folders. Tested email by manually moving email from IN box and contect
was fine. Ran rule and the content was eliminated (email size 4K was also a
clue). Why does OL strip out the content? Doesn't do it for all newsletters.
