Outlook 97 can't start in Windows XP

The user is in the local User group of Windows XP. When
starting Outlook 97, an error message pops up saying
something about permission. After changing to local
Administrator group, Outlook 97 can start properly. I
guess I may need to grant right to some registry keys. But
I really don't know what they are.
