Outlook 97 on Windows 2000

After installing MS Office 97 with Outlook 97 as an
administrator on Windows 2000 Professional. If I logon as
user without local administrator right and run (open)
Outlook 97, I got an error message:
"The program is not registered properly. Please run Setup
again. You don't have appropriate persmission to perform
this operation".

I do not want to give local administrator right to each
user.

I do not have problem with Windows NT4 workstation doing
the same thing.

Any ideas?
