Outlook Address Book

Please tell me how I can enter contacts attached to a
specific category; then e-mail that data to another
Outlook user so that they can download the data into
their Outlook Address book.

The question is more specifically directed at "how to
export/download rather than entering the contact
information.

Your syntax is pretty fractured. Could you try again to explain what you
want to do, please?
From what I can gather, you should create a Contacts Folder containing the
members you desire, copy it into an Outlook Data File (PST file), then email
that PST to the recipient, who can then open it in Outlook. You cannot
transfer a "category"
