Outlook and norton internet security 2005 "this is not spam" icon not active

In an OUTLOOK (not express) email folder I can designate an email
address "this is spam" but the icon for "this is not spam" is not
active, how do I rectify this?

It's really a NIS 2005 problem, not outlook, but are you in the spam folder
when you try to mark it as not spam?
