Outlook automatically switches language

Hello,
I'm using Outlook 2000 SP-3 on Windows XP.
I have 3 languages configured in Language bar - English (US), Russian
and Hebrew.
Every time I'm starting to write a new message in Outlook it
automatically switches language to Russian. Is there any way to prevent
that?

The default input language is set to English (US)
The regional settings configured as following:
Location: Israel.
Language for non-Unicode programs: Russian.
