This is a "kludge", but it seems to work: Set up a new default dialing rule
using a country such as Singapore that doesn't have area codes. Make sure you
leave as unchecked "Automatically add country code to local phone numbers".
This method may have unintended consequences that I haven't thought of, so
use at yur own risk.
