Outlook doesn't print images

I have a rule created to print emails from a certain
sender. The emails will always contain an image.

Outlook 2003 is printing the email message, but only
prints a link to the image, not the image itself. If I
reprint the message manually, the image WILL print.

I have set Outlook to download all messages, no
restrictions. Previously, only emails from safe senders
had the images downloaded, but even loosening the
restrictions has not solved the problem.

How can I make Outlook 2003 print the emails
automatically as they arrive AND include the image?
