Outlook doesn't send mail until I close and restart Outlook

My wife is using Outlook 2003, SP2 on Windows XP, all patches applied. She
keeps having a problem where she writes new emails and believes that she has
sent them and then discovers that they never left the Outbox. Clicking the
Send/Receive option doesn't send the mail either. The only thing that we've
found that works is to restart Outlook. When it's restarted, the mail goes
out immediately after Outlook is started. Sometimes it takes a system reboot
to get it to go out.

This is an intermittent problem but we've been unable to pin down what might
be causing the problem. She's using an SMTP mail server (Comcast) and has no
problem receiving mail but frequently has this problem with mail not going
out.

Any suggestions that will fix this problem are greatly appreciated. I'm
even considering doing an uninstall and re-install of Outlook to see if that
helps.

Thanks, Jocelyn. There's a lot of information in that article and while much
of it doesn't apply in this case, some might but we'll need to refer to it
when the problem crops again to see if it helps. As I mentioned, it's an
intermittent problem. :) So I'll get back to you later to let you know if
it helped.

I think I finally trapped the error message that my wife gets when Outlook
fails to send messages in the Outbox. I turned on error logging and combed
through the log file when she encountered this problem and found this
relevant infomation:

Error 0x8004210b I believe is a timeout issue but can be caused by a number
of things, so I'm not sure where to start on fixing this. One article I saw
in the knowledge base said it could be a corrupt Outlook user and to delete
and recreate the user, but I'm nervous about doing that. Will she lose
information if we do that and what happens to her old emails, address book,
etc?

Also, another article in the KB said that this particular error was fixed
with SP2 for Outlook 2003, but we're still seeing it even though we have SP2
installed.

What do you recommend?

For "User" read Profile, you can add the origonal pst file to the new
Profile, all data would remain intact

You dont have an anti virus plugin do you? This can also be a cause of
problems

We're using McAfee VirusScan. I don't know if it uses a plugin but I believe
it does scan mail for viruses. How would I check for a plugin and if there
is one, what do I do about it? I'd hate to lose scanning of inbound messages.

McAfee may have an option to disable the scanning; In OL under
Tools>Options>Other>Advanced>Addins locate and untick the McAfee plugin then
test.
NB Its often the case with this type of plugin that the only effective way
to disable/remove it is to completely remove/uninstall your AV then
reinstall without the Outlook/Email plugin.

PS I should have said, that if you have your email polling interval set to
less than 10 mins, try adjusting to that
