Outlook Error Message

I am running XP Home and Outlook 2003. When I obtain e-
mails with URLs or links to internet sites, I receive the
following message: "This operation has been cancelled
due to restrictions on this computer. Please contact the
administrator". This is a stand alone PC and there have
been no changes made to the PC, at least any known to
me. I have no problems doing clicking on any links or
URLs and getting into another site. Any help on where I
might find or change a setting that would allow me to do
this?
