Outlook.exe does not close on exit

Running Windows XP and Outlook 2003 connecting to Exchange Server
remotely setup to cache messages on client. When I exit from Outlook
2003 by File, Exit, the synchronization completes but the Outlook icon
stays active in the task bar and in task manager OUTLOOK.EXE is still
active. Can not open Outlook until OUTLOOK.EXE is closed. Anybody else
seeing the same issue?
