"Outlook Express Not Responding"

I don't know what happened to my first post on this subject but I can't find
it, so I will post again.

When I first startup OE and all the mail comes down I go to click on an
email to open it and OE freezes and I get a Not Responding message at the top
of the screen. If a wait a period of time OE then responds and I can open
email again. This freezing situation can happen several times and then OE
settles out and I can use it until I am done with the OE session.

Do I have to do XP Repair Restore to get OE fresh again ? If so do I lose
all my emails and settings ?

I was told that IE and OE are and integral part of the XP operating system
-- is that true ? If not can I get OE somewhere and re-install it in the
system ?
