Outlook "Help" options don't work

Just about everything under the Outlook "Help" menu bar option won't work.
Office Help, Office Online Help and Office Diagnostics do absolutely
nothing, no message, no activity.
Contact Us, and Office Updates displays an error box "Error Launching
Browser".

The msinfo32.exe file does exist where it is suppose to be located.

What can be done to get Outlook "Help" options to work again?

I ran repair. It completed.
I still have the same problems.
Also whenever I click on a hyperlink URL within an e-mail (even to the
Microsoft site) I get "General Failure. URL (url name) . Access is Denied.

Startup has nothing deactivated.
Outlook has nothing deactivated.

does resetting the toolbars help?

Thanks for the help.
One thing I did not mention was that I am running ZoneLabs.
When I reset ZoneLabs, after reboot, everything worked just fine.
It was not an Outlook problem.
It was not a ZoneLabs problem
But it was some settings, somewhere, in ZoneLabs.
Back up and running.
