If you configure Windows dialing properties correctly, then Outlook will
format the number correctly.

Actually this one is an Outlook option, not a Windows option.
Uncheck the option to automatically add country code to local numbers in
Outlook's Dialing Options. (accessed from Contacts > Actions > Call Contact
