Outlook keeps locking up

If you have an offline folder enabled, close the Outlook
then remove the *.ost file. As you start Outlook again,
*.ost file should be automatically created.

Where do I find the *.ost file?

Usually in C:\Documents and Settings\{user}\Local Settings\Application
datra\Microsft\Outlook
