Outlook linking Problem

I'm not sure if this question is for this Que or for
Internet Explorer Que. but the effected Application is
Outlook.

I'm trying to E-mail from a webpage that will get openend
on Internet Explorer. (hyperlink) anyway the action tells
me Unable to start Outlook. (outlook has no trouble
running any other time why is it when I click a hyperlink
from a webpage it will not start. Anyway the default mail
application is MS Outlook so don't tell me thats the
problem. It's some where else but I'm not sure where.
Please help.
