Outlook - Office 2000 sp3 keeps failing to install

I have uninstalled an reinstalled Office 2000. My Outlook will not run. I
keep getting the event id 1000 and 1001

I downloaded sp2 for office, it installed with 2 errors. It could not
update files named
C:\Config.Msi\PT107.tmp and PT109.tmp. Sp3 will not install.

Rename them to .old and/or use http://office.microsoft.com/officeupdate
instead
