Outlook "operation failed" with RMS protection

I'm rolling-out RMS deployment SP1. The RMS instalation and configuration is
completed. Office 2003 Pro runs properly with RMS (including protection in
Outlook) on some computers. We use Office 2003 Pro, Windows Server 2003 SP1
with Windows 2000 native mode domain, Exchange Server 2003 and SQL 2000 with
SP3.

Some of the client computers work fine with policy templates in Word and
Excel, they also act properly with protected content in incoming email. Yet,
they cannot protect information in Outlook 2003. Clicking permissions button
or “set permission as…†in file menu – generates an error message: “operation
failed†with “Word†in the dialog title.
RMS log database only states "<long text>" string for error description
instead of full information. The filed data type is ntext.

Please help. I have no idea what to look for!
I will be grateful for any clue!
