Outlook.pst Access Denied

I get the following error when I try to send/receive:

The file C:\WINDOWS\Application
Data\Microsoft\Outlook\Outlook.pst could not be accessed.
Acces is Denied.
Error Number: 0x80040116

Is that error number a debug code?

Help appreciated.

If I read the page correctly it was not refering to an oversize pst, but
suggesting you ran the oversize repair utility, followed by scanpst.exe. to
correct the problem you mention
Did you try? perhaps ensuring you have a backup before doing so.

You may have missed line 10 on this link, that says to use the -s option to
rebuild the index?
