Outlook puts quotes marks around email and does not send

My outlook 2002 began to refuse to even try sending
messages:

Whenever I type a message and click send, the message
goes to the Outbox folder. Normally, messages there are
shown in italics until they are sent. Now, they are
shown in regular upright text, which I think means they
are stored in the outbox but not actually tagged to be
sent out. True enough, when I press send-receive-all,
outlook does not even try to send them out, it just
retrieves mails but does not try sending.

Additionally, outlook puts quotes round the to: email
address, which I definitely did not write there.
(e-mail address removed) becomes '(e-mail address removed)'. It seems
to do this every time it refuses to send an email out.
Sometimes the quotes also appear around incoming mails,
sometimes not.
