outlook-reply popup request-cant get rid of

For some reason, whenever I reply to someone who has sent
me an e-mail in html, before my message is sent, I get a
popup that reads sonethign along the lones of "choose the
format to send your reply: html, text, or rtf".

I know that there should be an outlook 2000 (not outlook
express) option where you can specify yuor reply format:

Tools->Options->Preferences->E-Mail Options->"When
replying to a message box" ... BUT this final option is
not listed in the window! So I can't set the automatic
format for a reply to be in html!

Why? what do I do?
