Outlook rules couple issues

Client=Outlook 2000 on W98SE
Backend=Exchange Server 6

First problem I have is that the rules do not run
automatically on any of the work stations--Rule is to
apply when message arrives, forward messages
to ...with "Daily" in Subject. Runs fine if I choose run
now

Second issue is that I try to create a distribution list
either in Contacts or a Public Folder to be used as the
forward to for previous mentioned rule but the Rules
Wizard will not allow me to use the 'Personal Distrubition
List' but will allow the forwarding to all members of the
distribution list--I do not want the recipients to see the
other members on this list.
