Outlook Rules that don't work

I have a similar problem to the one below. Rules do not work unless
run with the 'Run Now' option.

Has a solution/workaround to this been discovered yet?

I discovered something I think might be the problem: My rules do not
execute when they come in even though the rule wizard says to "apply these
rules after the message comes in". If I click on the box at the bottom "run
now" and then check off the boxes for the rules I want to run, they execute
on the messages in my Inbox.
