Outlook rules wizard does not work consistently

I wish to have a rule that I created, apply to all
messages (I want it to forward all messages to an
alternate address). The wizard actually gave me a warning
that the rule would be applied to all messages, but in
practice it sporadically applies itself. (even on the same
test email sent multiple times.
