Outlook Rules Wizard - How do i install it?

Im trying to move everything from old laptop to the new laptop. I installed OUtlook XP and the Rules Wizard that suppose to be located in the Tools section isnt there so i can import the rules that i exported from the other laptop. How do i install the rules wizard?
