outlook shows emails in outbox, but sends

Outlook shows messages as not sent in the Outbox but customers are receiving my emails.
In the options settings, it shows that sent emails should be saved in the sent folder.
Test messages to myself show the same results -- received in the inbox, but does not leave my outbox.

Please advise.
