Outlook suddenly won't access my SMTP server. What's wrong?

Outlook always has worked fine using my POP3 and SMTP settings. Suddenly,
yesterday, it will receive messages but won't send them, saying it's timing
out trying to connect to my SMTP server. Should I reinstall? I tried deleting
the email account and recreating, but that didn't work.
