Outlook won't send mail

Outlook 2000 SP3 won't send mail. I have messages in the outbox but when I
hit send and receive it only receives new mail.
My operating system is Windows XP home edition and I am using Cox Cable for
an ISP. I recently installed some security updates. Any suggestions?
