Outlook wont shutdown

Sometimes my outlook xp with all the patches will not shut down
properly, usually i do a send & receive and it wont find my pop
servers (none of the three i use) so I shut outlook down, then look at
task manager and the outlook.exe is still running what's corrupting
this?

I have to shut it down in the task manager and then restart it to get
it to work properly. I am using windows XPP again with all the patches
installed.
