I THERE A WAY IN OUTLOOK TO SEND A REMINDER TO ANOTHER
USER EVERY HOUR WITH OUT SETTING UP A MEETING. I JUST
WANT TO REMIND SOME TO START THE MACHINE EVERY HOUR AND
WOULD LIKE FOR IT TO POP UP ON THEIR COMPUTER

Not really... that sounds like a job for a small reminder program. I'll bet
there's a free/shareware program that can do that.
