How do I over lay an imported picture without disrupting
the existing elements. The Trapping is not doing the jop.
any help is greatly appreciated.

Are you trying to overprint, or are you wanting to turn off text wrapping?
What exactly is the "disrupting" of the elements?

I am trying to paste a bitmap signature onto a text line
line in the a finished page. When I create the picture
frame for importing the *.bmp signature, it diplaces and
breaks up what is there. I would like to overlay it like
a transparent picture and position it with out the
disruption.

All you need to do is turn off text wrapping around the picture.
You don't state what version of Publisher you're using. Search the help
files for "Text Wrap"
