Page numbering with Master Pages

I have two Master Pages. One is to have no numbers on TOC and other
pages.
I noticed in creating a new book that the page numbering is starting
on page 8
as page 8, instead of it being page 1. It's the 8th page, but the
first 7 pages
have another Master Page applied.

How do I get page 8 to start the book's numbering off as page one?

Insert >New Section when viewing the page you want numbered as 1 - be
creful with the dialog box as it offers several possible permutations

Thanks. You were right, there are a lot of combinations there.

For the record, there were a few differences in my version of
Publisher 2003.
There is no "New Section" -- one goes into Section in the Insert menu
and selects "Begin a Selection with this Page." and then scrolls down
to 1 on the scrollbar. Having years experience writing my
brainstorming software manuals, and knowing the type of instructions
that beginners need, further explanation for this important publishing
task will probably be
helpful.
