page numbering

how can i begin page number 1 after the title page and
table of contents page? The page I want to start with
number 1 is selected as a new section, but no page number
shows even though I selected the numbering to show on
page 1 of the new section. I also get page numbering the
previous section (Table of Contents page) which I do not
want. What am I doing wrong?

Again, I have two pages (Title and Table of Contents)
that I want no page numbers on; want to begin page number
1 actually on the third page of the booklet. However,
the page number 1 will not show on this page but the
numbering will begin to show on the next page (as page
number 2; which is right).

Need direction.
