Page Properties > Formatting greyed out.

I am using FP2003. On one page, and only on one page, of my web site,
when I go to Page Properties > Formatting all the options are greyed
out and not accessible.

Is there a way to fix this?

If the page/site is running a Theme those properties are controlled by the theme
- Post a URL to the page online
