Paragraph spacing on headings

We have standard 12pt after spacing on most styles, but with heading 1 we
want to have additional space between paragraphs, so have 12pt before too -
this worked fine in Word 97. Do we have to set compatibility options to
"Don't use HTML auto paragraph spacing", or is there a better method?
